The Cabinet Manual is a tool to support Ministers and officials in the execution of their duties, as well as a source of information for Rwanda’s partners and for the public. The Manual sets the standard for the conduct of Government business, and I ask that both Ministers and officials adhere to the principles and guidelines therein.
