RESC is established by Presidential Order N° 64/01 dated 31/12/2007 among other thing RESC vision is to " Harmonize consensus building between Government, Business community and Civil Society " with objectives line of "…. foster communication, dialogue and coordination between Government institutions and other stakeholders…."

• Discussions and build consensus as well as promoting enhanced agreements between constituencies in major areas of economic and social partnership;

• Create, strengthen and promote a conducive legal and institutional framework for improved and continuous economic and social dialogue amongst all sectors of Rwanda.

Focusing and enhancing activities between Government, Business community and Civil Society by RESC furnishes it to overview and collaborate and coordinate as well as monitor the various institution frame work in order to build up a highly versatile economic and social development environment atmosphere of present Rwanda.

Consensus building is the motto of the council and RESC intends to reduce the management overlap between institutions, parastatals, associations … with costless, innovation, best practices communication skills model.
