The aim of Cabinet Secretariat is to ensure that the Cabinet process is run effectively and efficiently and that proper collective consideration takes place before policy decisions are taken. The Cabinet Secretariat also works to achieve coordination of policy across government in collaboration with the Strategy and Policy Unit in the Office of the President and the Coordination Unit in the Office of the Prime Minister.
On a day to day basis, the work of the Cabinet Secretariat includes:
- Ensuring that documents meet the required standard for Cabinet.
- Advising and supporting line ministries.
- Advising the Prime Minister on the Cabinet agenda.
- Preparing for Cabinet.
- Producing accurate reports of Cabinet meetings.
- Monitoring implementation.
- Storage of Cabinet documents.
The Cabinet Secretariat is made up of three specialist departments: Economic; Legal and Governance; and Social – as well as Cabinet note takers. The Department of the Official Gazette The Official Gazette is an integral part of the policy making process as it is the official record of all Cabinet decisions and legislation adopted in Rwanda. Legislation does not come into effect until it has been published in the Official Gazette and it is therefore imperative that Ministries waiting for a new law to come into force monitors progress through Parliament and the Official Gazette closely to avoid any delays. Since 14 November 2008, the Official Gazette is published weekly (prior to that it was published fortnightly) which will help to speed up the process. |
