STATEMENT ON CABINET DECISIONS OF 2nd JUNE 2020

         

An extraordinary Cabinet meeting was chaired by His Excellency Paul KAGAME at Village Urugwiro. 
1. The Cabinet approved resolutions of the previous meeting held on May 18th 2020. 
2. The Cabinet commended Rwandans for continued collaboration and called for heightened vigilance in observing COVID – 19 health guidelines. 
3. The Cabinet discussed the medium and long-term economic recovery and resilience plan. 
4. Cabinet reviewed existing measures and approved the following effective immediately. 
These measures will be reviewed after 15 days upon a health assessment.

General preventive measures 
a. Mass screening and testing for COVID-19 will continue nationwide.
b. Masks must be worn in public at all times.
c. All resumed services must continue adhering to health guidelines from health authorities (hand hygiene, mask wearing and social distancing).
d. All traders are required to accept digital payments as an alternative form of payment.
e. Movements are prohibited from 9 PM to 5 AM.  
 
Services to continue
a. Public and private businesses will continue with essential staff while other employees continue working from home.
b. Non-contact outdoor sports is permitted. The Ministry of sports will share detailed guidelines.
c. Motos are permitted to carry passengers except in Rusizi and Rubavu Districts.
 This follows a recent COVID - 19 assessment accross the country. Strict hygiene must be observed and masks worn at all times.
d. Public and private transport between provinces shall resume except movement to and from Rusizi and Rubavu Districts. Transport of goods and cargo will continue with no more than two people onboard.
e. Funeral gatherings should not exceed 30 persons.
f. Civil marriage ceremonies will continue but should not exceed 15 persons.   
Services to remain closed

g. Borders will remain closed, except for goods and cargo, as well as returning Rwandan citizens and legal residents.
All returnees will be subjected to mandatory quarantine in accordance with existing health guidelines at their own cost.
h. Public transport within Rusizi and Rubavu Districts is closed.
i. Schools will remain closed until September 2020.
j. Places of worship will remain closed.
k. Mass gatherings in public spaces and homes are prohibited.
l. All bars will remain closed. 
 
5. Cabinet approved the following policy, draft law and orders: 
 
- Science, Technology and Innovation (STI) policy and its implementation plan.
- Draft law governing the National Commission for the Fight against Genocide (CNLG).
- Presidential order dismissing police officers and Ministerial order dismissing non- commissionned officers and police constables from Rwanda National Police.
