STATEMENT ON CABINET DECISIONS OF SEPTEMBER 25th 2020

         

On Friday, September 25th 2020, His Excellency Paul KAGAME, the President of the Republic of Rwanda chaired a Cabinet meeting at Urugwiro Village.

1.The Cabinet approved resolutions of the previous meeting held on September 10th 2020.

2.The Cabinet reviewed measures to further contain spread of the COVID-19 pandemic. All existing measures and guidelines shall remain in force with the exception of the following changes that will take effect immediately.

a.Movements are prohibited from 10 PM to 5 AM.

b.Schools will resume with a gradual reopening in the coming weeks based on levels of education. A detailed reopening schedule and readiness assessment will be conducted and communicated by the Ministry of Education.

c.Public transport between Kigali and other provinces shall resume.

d.Public transport to and from Rusizi shall resume.

e.COVID - 19 tests are no longer required for social gathering including weddings with fewer than 30 guests. However, the public is encouraged to take advantage of COVID - 19 voluntary testing facilities as a preventive measure.

f.Participants in meetings and conferences will not require proof of COVID - 19 tests however, event organizers must comply with health guidelines and must not exceed 30% of venue capacity.

g.Bicycle taxis (Abanyonzi) will resume in permitted areas of operation in accordance with COVID-19 preventive measures as well as other precautionary safety measures including wearing helmets.

These measures will be reviewed after 15 days upon a health assessment. Citizens are reminded of the critical importance of complying with health measures including physical distancing, wearing face masks and hand hygiene. Penalties will be applied for non-compliance.

3.The Cabinet approved the following draft laws:

• Draft laws approving the ratification of financing and grant agreements, between the Republic of Rwanda and the International Development Association for energy access and quality improvement, signed in Kigali, Rwanda, on September 24th 2020.

• Draft law governing biological diversity and wildlife in Rwanda.

• Draft law amending law n° 37/2016 of 08/09/2016 determining organisation, jurisdiction, competence and functioning of Abunzi committees.

• Draft law amending law n° 17/2018 of 13/04/2018 governing companies.

4.The Cabinet approved the following Policies/ Strategies:

• State consolidated financial statements for the year 2019/2020.

• Strategy for acquisition and management of Government buildings.

• Donation of State land in its private domain to Rwanda Social Security Board (RSSB) for investment.

5.The Cabinet approved the following orders:

• Ministerial order transferring police officers to Rwanda Investigation Bureau (RIB).

• Ministerial order establishing the general rules on transfer pricing.

6.The Cabinet was briefed on the following:

• Progress of a share purchase agreement between the Government and TINCO investments regarding Rutongo mines.

• Activities planned for the unity and reconciliation month scheduled on October Is*-31st 2020.

7. The Cabinet approved the agrement for the appointment of Mr. Silvio Jose Albuquerque e Silva as Ambassador Extraordinary and Plenipotentiary of the Federative Republic of Brazil to the Republic of Rwanda with residence in Nairobi, Kenya.

8. The Cabinet made the following appointments:
