Dr. Justin Nsengiyumva was born on 10 October 1971. He is the 12th Prime Minister of the Republic of Rwanda, appointed on 23 July 2025. 

He holds a PhD in Economics from the University of Leicester (UK), a First-Class Master’s in Economic Policy and Management from the University of Nairobi, and a First-Class BCom from the Catholic University of Eastern Africa (CUEA), Kenya. He did his Latin and Sciences secondary education at Rwesero Junior Seminary where he graduated with distinction and top of his cohort. He is a perfect bilingual, English and French.

Prior to his appointment, Dr. Nsengiyumva served as Deputy Governor of the National Bank of Rwanda (since February 2025) and held senior roles in both Rwandan and UK public institutions. 

In Rwanda, he was Director for internal and external trade, then Permanent Secretary in the Ministries of Trade and Industry and Education, leading major policy reforms and international trade negotiations. He also served as a member of the board of directors for RwandAir Express, Rwanda Investment and Export Promotion Agency (RIEPA), and Rwanda Institute for Scientific and Technological Research (IRST), among others. 

In the UK, he served as Senior Economist at the Office of Rail and Road (Department for Transport) and as an economist at the Department for Work and Pensions. He also has strong experience in charity work, having served as Policy and Research Development Manager at the UK charity Refugee Action, and National Trustee for the Greater Manchester Immigration Aid Unit. He was also School Governor for All Hallows Roman Catholic High School in Salford as well as Sir John Deane’s Sixth Form College in Cheshire. 

Ines Mpambara is the Minister in the Office of the Prime Minister since February 26 2020. Prior to her appointment, Minister Mpambara served as the Director of Cabinet in the Office of the President. She also served as the Head of Rwanda Health Communication Centre, the Head of the School of Journalism and Communication at the National University of Rwanda Among other duties.
