Statement on Cabinet Decisions of 08.11.2017

On Wednesday, 8th November 2017, a Cabinet Meeting chaired by His Excellency the President of the Republic, Paul KAGAME, convened in Village URUGWIRO. 1. The Cabinet Meeting approved Minutes of previous Cabinet Meeting held on 04.10.2017. 2. The Cabinet Meeting was briefed about the Development of 147 MW Regional Rusizi III Hydropower Project. 3. The Cabinet Meeting approved the establishment of new visa regime. 4. The Cabinet Meeting approved Agreement about transfer of Howard G. Buffet Foundation’s Solar Power Plant (3.3MWp) located in Cyambwe Cell, Nasho Sector, Kirehe District to the Government of Rwanda. 5. The Cabinet Meeting approved the following Draft Laws: - Draft Organic Law governing elections; - Draft Law governing Rwanda Archives and Library Services Authority and determining its mission, organization and functioning (RALSA); - Draft Law determining organization of education; - Draft Law modifying and complementing Law n° 33/2009 of 18/11/2009 relating to arms; - Draft Law on counter terrorism; - Draft Law approving the ratification of the Extradition Treaty between the Government of the Republic of Rwanda and the Federal Democratic Republic of Ethiopia, signed in Kigali, Rwanda, on 28/04/2017; - Draft Law approving the ratification of the Extradition Treaty Mutual Legal Assistance in criminal matters between the Government of the Republic of Rwanda and the Government of the Republic of Rwanda and the Federal Democratic Republic of Ethiopia, signed in Kigali, Rwanda, on 28/04/2017; - Draft Law approving the ratification of the Extradition Treaty between the Government of the Republic of Rwanda and the Republic of Zambia, signed in Lusaka, Zambia, on 19/06/2017; - Draft Law on environment; - Draft Law modifying and complementing Law nº 21/2011 of 23/06/2011governing electricity in Rwanda; - Draft Law approving the ratification of the Grant Agreement signed in Kigali, Rwanda on 9th October 2017 between the Republic of Rwanda and the International Development Association (IDA) acting as Administrator of Rwanda Agriculture Program for Results Multi-Donor Trust Fund, relating to the grant of USD 9,250,000 for the Transformation of Agriculture Sector Program Phase III. 6. The Cabinet Meeting approved the following Orders: - Presidential Order establishing the Special Statutes governing Prison Guards; - Presidential Order determining the salaries and fringe benefits allocated to the Chief Executive Officer and Deputy Chief Executive Officer of Rwanda Governance Board (RGB); - Presidential Order establishing the Special Statutes governing employees of National Agriculture Export Development Board (NAEB); - Prime Minister's Order determining the Council of Rwanda Correctional Service in charge of rights and welfare of incarcerated persons; - Prime Minister's Order determining the Supervising Authority for the National Rehabilitation Service; - Ministerial Order dismissing Prison Guards (36). 7. The Cabinet Meeting approved Prime Minister’s Instructions determining the organization and functioning of the National Early Childhood Development Program (NECDP). 8. The Cabinet Meeting approved the agrément of MRS. JOANNE LOMAS, the new High Commissioner of the United Kingdom of the Great Britain and Northern Ireland to the Republic of Rwanda, with residence in Kigali, Rwanda. 9. The Cabinet Meeting approved Mrs. MARTHA T.M PHIRI as Country Manager/Representative of the African Development Bank Group to Rwanda, with residence in Kigali, Rwanda. 10. In AOB: a) The Minister in the Office of the President informed the Cabinet Meeting that the celebration of the International Anti-Corruption Day is scheduled on 9th December 2017. Rwanda has chosen to dedicate a whole week campaign to mark the International Anti-Corruption Day, from the 1st to 9th December 2017, under the theme: “Your role is vital in eradicating corruption”. b) The Minister of Sports and Culture informed the Cabinet Meeting of the following: - The 9th edition of “Tour du Rwanda” will be held from 12th to 19th November, 2017. - Rwanda beat Ethiopia 3-2 in the first leg of the CHAN 2018 football qualifier game held in Ethiopia on 5th November 2017. The return game will be held on 12th November, 2017. c) The Minister of State in MININFRA in charge of Transport informed the Cabinet Meeting that Rwanda will host the 49th Annual General Assembly of the African Airlines Association (AFRAA) at Kigali Convention Center from 12th – 14th November 2017 under the theme “Rethinking strategies for Airline Profitability in Africa”. The opening ceremony will be held on 13th November 2017 at Serena Hotel.
