PM NSENGIYUMVA PRESENTED TO PARLIAMENT GOVERNMENT’S FIVE-YEAR PROGRAM/NST2
Kigali, 12 August 2025--- Prime Minister Dr. Justin Nsengiyumva presented the Government’s five-year program, also known as the Second National Strategy for Transformation (NST2: 2024–2029), to both Chambers of the Rwandan Parliament.
He began his presentation by emphasizing that NST2 builds upon the achievements of NST1, draws from the President’s manifesto, and is designed to steer Rwanda toward its long-term development aspirations under Vision 2050.
After outlining the macroeconomic outlook for the next five years, the Prime Minister detailed the key priorities of NST2. These include expanding Rwanda’s export base, creating decent and productive employment opportunities, improving the quality and market relevance of education, enhancing nutrition to reduce stunting, and strengthening public service delivery.
He concluded his presentation by underscoring the importance of collaboration between the Government, the private sector, Non-Governmental Organizations, faith-based institutions, and all Rwandans to ensure the effective implementation of this transformative strategy.
