PRIME MINISTER PRESENTED THE IMPLEMENTATION REPORT OF THE RESOLUTIONS OF THE 15TH NATIONAL UMUSHYIKIRANO COUNCIL

Kigali, 13 December 2018: The Right Honorable Prime Minister Dr. Edouard Ngirente presented to the participants of the 16th National Umushyikirano Council, the status of the implementation of the resolutions of the 15th National Umushyikirano Council.

In his presentation, on behalf of all invited participants to the 2018 National Umushyikirano Council, the Prime Minister started by thanking His Excellency the President of the Republic for his invitation and for his State of the Nation address that highlighted the important national achievements in all sectors.

The Prime Minister reminded participants that the 15th National Umushyikirano Council focused on the National Strategy for Transformation 2017-2024, whereby 9 resolutions were adopted. One in education sector, 3 in health sector, 2 in economic sector and 3 in cultural sector.

The Prime Minister revealed that in order to ensure its effective implementation, these resolutions were translated into 56 actionable outputs. 44 outputs (80%) are fully implemented; 10 (18.2 %) partially implemented between 50% and 80% as well as 1 output (1.8 %) which has not been timely achieved.

Some of the key achievements in the education sector mentioned by the Prime Minister are: the increase of smart classrooms, teachers training, introducing single shift program, elaboration of new school calendar and 55.533 children who were returned to school after dropping out in 2017.

The Premier also mentioned important achievements in the health sector which include the support provided to 409 doctors to pursue their specialization studies, the screening and treatment of Hepatitis B and C, construction and rehabilitation of hospitals and health posts, fight against illicit use and traffic of drugs, strengthen the Early Childhood Development (ECD).

The Prime Minister further highlighted some achievements in the Economic sector whereby 138,290 new households were connected to the national on-grid, 61.546 households were also connected to off-grid. Rwanda’s national energy installed capacity also increased from 208 MW in 2017 to 218 MW in 2018. Within the framework of promoting the savings culture, the long-term savings scheme (Ejo Heza) was established.

The Prime Minister concluded his presentation, by mentioning the key achievements in the cultural sector. Some of the key achievements are the following: some books on the Rwandan cultural values were printed out and disseminated, instructions on the correct use of Kinyarwanda language were prepared and disseminated.

More than 55,270 Intore were trained in the National Service and were involved in various activities such as construction of houses for the vulnerable; the programme of ‘Intore mu Biruhuko’ is now being implemented in all districts and shall last 8 weeks.
