Statement on Cabinet Decisions of 04.10.2017
On Wednesday, 4th October 201 7, a Cabinet Meeting chaired by His Excellency the President of the Republic, Paul KAGAME, convened in Village URUGWIRO.
1. The Cabinet Meeting approved Resolutions of the Cabinet Meeting held on 12.09.21 07.
2. The Cabinet Meeting was briefed on Government of Rwanda Consolidated Financial Statements for the year ended 30th June 2017. The Cabinet Meeting appreciated the progress made in management of public funds.
3. The Cabinet Meeting was briefed on 2016/2017 Imihigo Evaluation Report and Key Priorities for 2017/2018 Imihigo. The Cabinet Meeting resolved to improve the methodology used in Imihigo Evaluation.
4. The Cabinet Meeting approved the following Draft Laws:
- Draft Law determining offences and penalties in general;
- Draft Law modifying and complementing Law nº 30/2013 of 24/5/2013 relating to the Code of Criminal Procedure;
- Draft Law on prevention and penalizing Money Laundering and Financing Terrorism;
- Draft Law relating to the prevention, suppression and punishment of Trafficking in Persons and Exploitation of others;
- Draft Law approving the ratification of the Agreement on the Transfer of convicted persons between the Republic of Rwanda and the Republic of Malawi signed at Lilongwe, in the Republic of Malawi, on 23/02/2017;
- Draft Law approving the ratification of the Treaty on Extradition between the Republic of Rwanda and the Republic of Malawi signed at Lilongwe, in the Republic of Malawi, on 23/02/2017;
- Additional provisions to the Draft Law determining the Jurisdiction of Courts.
- Draft Law establishing Rwanda Food and Drugs Authority and determining its mission, organization and functioning.
5. The Cabinet Meeting approved the following Draft Laws:
- Presidential Order Establishing Special Statutes Governing Employees of Rwanda Civil Aviation Authority (RCAA);
- Prime Minister’s Order Determining the Supervising Authority of the National Agricultural Export Development Board (NAEB);
- Prime Minister's Order dismissing Mr. RWAGASORE Elie, who was Prosecutor at Intermediate Level due to serious misconduct at work place;
- Ministerial Order determining the scale of fees for Professional Bailiffs;
- Ministerial Order conferring the power of State Attorney in Rwanda Utilities Regulatory Authority (RURA).
These are:

2. Mr. RUDASESWA Thimothée.
- Ministerial Order setting out regulations for Internal Audit and Audit Committees in Public Entities;
- Ministerial Order determining the fees for registration of
pharmaceutical products, medical devices and other related services;
- Ministerial Order Determining the Range of fees to be paid to a Private Veterinary Doctor in Rwanda;
- Ministerial Order Determining the Requirements for Authorizing an Applicant to use a Protected Variety and Requirements for defining Fair Remuneration;
- Ministerial Order Determining Modalities for Lodging an Objection to the Application for a Plant Breeder’s Right.
6. The Cabinet Meeting approved the restructuring of the Education Sector Institutions (MINEDUC, REB, HEC, WDA, RP/Rwanda Polytechnic and PC/Polytechnic College ).
7. The Cabinet Meeting approved the agrément of proposed Ambassadors/High Commissioners designated to represent their respective Countries to Rwanda as follows:
1) Mr. AHMED SAMY MAHAMED AL-ANSARY, of the Arab
Republic of Egypt, with residence in Kigali, Rwanda.
2) Mr. ABDALLA HASSAN EISA BUSHARA, of the Republic of Sudan, with residence in Kigali, Rwanda.
3) Ms. LULIT ZEWDIE GEBREMARIAM, of the Federal
Democratic Republic of Ethiopia, with residence in Kigali,
Rwanda.
4) Mr. MARTIN GOMEZ BUSTILLO, of the Argentine Republic, with residence in Nairobi, Kenya.
5) Mr. URIEL NORMAN R. GARIBAY, of the Republic of the

5. In AoB:
a) The Minister of Finance and Economic Planning informed the Cabinet Meeting that the International Savings Day will be celebrated globally on 31 st October 2017. In this regard, a Savings Week celebration is scheduled to take place between October 23 rd and 31 st October 2017 under the theme: “Our
Savings-Our Wealth”.
b) The Minister of Trade and Industry informed the Cabinet Meeting that the upcoming World Standards Day is scheduled to take place on 13 th October 2017. This year Rwanda chose to celebrate this event under the theme: “Standards contribute in building a smart Rwanda with smart cities”. Awareness activities will start from 3 rd to 13 th October 2017 in the City of Kigali and in the 6 Secondary Cities.
c) The Minister of Health informed the Cabinet meeting that from 7th to 10th November 2017, the African Organization for Research and Training in Cancer (AORTIC) shall be organizing the 2017 biennial Conference in Rwanda at Kigali Convention Center and Radisson Blu Hotel under the theme: “Cancer in Africa: Making strides, creating solutions”.
d) The Minister of Disaster Management and Refugee Affairs informed the Cabinet Meeting that the International Day for Disaster Reduction is planned to be celebrated on 13 th October 2017 under the theme: “Disaster Free Home, Our Aim and Responsibility”. At National level, this International Day will be launched in Ngeruka sector of Bugesera District, in the Eastern Province.
e) The Minister of Gender and Family Promotion informed the Cabinet Meeting that the National Family Campaign program, celebration of the International Day of the Girl Child and celebration of the International Rural Women’s Day are scheduled to take place from 11 th October to 10th December 2017, under the theme: "Twubake u Rwanda twifuza twita ku burere bw'abana mu muryango". The launch of the National Family campaign and the celebration of the above mentioned International Days at National level will take place on 11 th October 2017 in Gatore Sector of Kirehe District, in the Eastern Province. The main focus during this campaign will be to promote awareness on issues relating to family promotion, Gender Based Violence & Child rights protection.
f) The Minister of Environment informed the Cabinet Meeting that the 5th Nile Basin Development forum (NBDF) will be held in Rwanda at the Kigali Convention Center from the 23 rd to 25th October 2017.
g) The Minister of Land and Forestry informed the Cabinet Meeting that the tree planting day anniversary will be celebrated on the 28 th October, 2017 and that it will coincide with the launch of the tree planting season 2017/2018. The theme of this season is: “Forests, the Pillar for Sustainable Development.” A total of 45,729Ha of agroforestry and 3,253Ha of forest will be planted in
the whole country.
h) The Minister of Agriculture and Animal Resources informed the Cabinet Meeting that Rwanda will celebrate World Food Day on 26th October 2017 in Muremera Village, Gitwa Cell, Rugabano Sector, Karongi District, in the Western Province. The theme of this year is: “Invest in Food Security and Rural Development.”
i) The Minister of State in Ministry of Education in charge of Primary and Secondary Education informed the Cabinet Meeting that on 5 th October 2017, Rwanda will celebrate for the 16th time, the Teacher International Day, under the theme: “A qualified and motivated teacher, a pillar of quality of education”. At the National level, the ceremony will be organized in Rubavu District, in the Western Province, but ceremonies shall also be organized at
every Sector level.
j) The Minister of State in Ministry of Local Government in charge of Social Affairs informed the Cabinet Meeting that the International Day of Older Persons will be celebrated on 8 th October 2017, under the theme: “Duteganyirize ejo hazaza duteza imbere ukuzigama”. At the National level, this International Day will be celebrated in Nyamasheke District, in the Western Province, but celebrations shall also take place at Village level.
