STATEMENT ON CABINET DECISIONS OF JUNE 16TH 2020
An extraordinary Cabinet meeting was chaired by His Excellency Paul KAGAME at Village Urugwiro.
1. The Cabinet approved resolutions of the previous meeting held on June 2nd 2020.
2. The Cabinet reviewed existing measures to contain spread of the COVID19 pandemic and approved the following effective immediately.
These measures will be reviewed after 15 days upon a health assessment.
General preventive measures
a. Mass screening and testing for COVID-19 will continue nationwide.
b. Masks must be worn in public at all times.
c. All resumed services must continue adhering to health guidelines from health authorities (hand hygiene, mask wearing and social distancing).
d. All traders are required to accept digital payments as an alternative form of payment.
e. Movements are prohibited from 9 PM to 5 AM.
Services to continue
a. Public and private businesses will continue with essential staff while other employees continue working from home.
b. Domestic tourism and international tourism for visitors traveling with charter flights (individuals and groups) will resume. RDB will share detailed guidelines.
c. Hotels shall continue operations and are encouraged to participate in domestic tourism promotion and offer conference services. All services offered must be in adherence with health guidelines.
d. Non-contact outdoor sports is permitted however gyms shall remain closed. The Ministry of sports will share detailed guidelines.
e. Motos are permitted to carry passengers except in Rusizi and Rubavu following a recent COVID - 19 assessment in the two Districts. Strict hygiene must be observed and masks worn at all times. f. Public and private transport between provinces shall resume except movement to and from Rusizi and Rubavu Districts. Transport of goods and cargo will continue. g. Religious wedding ceremonies will resume but should not exceed 30 persons. The Ministry of local government will share detailed guidelines. h. Civil marriage ceremonies will continue but should not exceed 15 persons. i. Religious ceremonies for burial shall resume with no more than 30 persons. Funeral gatherings should not exceed 30 persons.
Services to remain closed
a. Borders will remain closed, except for goods and cargo, as well as returning Rwandan citizens and legal residents. All returnees will be subjected to mandatory quarantine in accordance with existing health guidelines at their own cost.
b. Public transport within Rusizi and Rubavu districts (except for goods and cargo) is closed.
c. Schools will remain closed until September 2020.
d. Places of worship will remain closed. In the meantime investment in COVID–19 precautionary and preventive measures is encouraged to allow readiness for reopening within 15 days upon an epidemiological assessement.
e. Mass gatherings in public spaces and homes are prohibited.
f. All bars will remain closed.
g. Gaming activities remain prohibited.
3. The Cabinet approved the following draft law, policies and orders:
- Draft law determining the state finances for the 2020/2021
- National social protection policy and its implementation plan
- Review and classification of households into Ubudehe categories
- Presidential order determining responsibilities of the executive secretary at the cell level
- Prime Minister’s order relating to the national aeronautical search and rescue coordination committee
- Ministerial order determining a health facility officer with powers of a civil registrar
- Ministerial order determining the number, type, format and use of civil status registers
4. The Cabinet was briefed on the following:
- Proposals for resuming tourism activities
- Rwanda Education Quality Improvement Program (RwandaEQUIP), a project proposed by Bridge International Academies, aimed at leveraging data and technology to improve monitoring, delivery of teaching and learning outcomes for children in public schools
5. The Cabinet approved the agrément for the appointment of Ms Johanna Christina Teague as Ambassador of Sweden to the Republic of Rwanda with residence in Kigali.
6. The Cabinet appointed Ms. Marie-Claire Mukasine as Chairperson of the Human Rights Commission.
