STATEMENT ON CABINET DECISIONS OF JUNE 30TH 2020

An extraordinary Cabinet meeting was chaired by His Excellency Paul KAGAME at Urugwiro village.
1.The Cabinet approved resolutions of the previous meeting held on June 16th 2020.
2.The Cabinet reviewed existing measures to contain spread of the COVID-19 pandemic and approved the following effective immediately.

These measures will be reviewed after 15 days upon a health assessment.

General preventive measures

a. Mass screening and testing for COVID-19 will continue nationwide.
b. Masks must be worn in public at all times.
c. All resumed services must continue adhering to health guidelines from health authorities (hand hygiene, mask wearing and social distancing).
d. All traders are required to accept digital payments as an alternative form of payment.
e. Movements are prohibited from 9 PM to 5 AM.
f. Public transport (except for goods and cargo) within Rusizi district remains prohibited.
g. Movement in zones under lockdown in Rusizi district and city of Kigali is prohibited.
h. Movement to and from Rubavu district shall resume.

Services to continue

a. Public and private businesses will continue with essential staff while other employees continue working from home.
b. Domestic tourism and international tourism for visitors traveling with charter flights (individuals and groups) will resume. Detailed guidelines have been shared by RDB.
c. Hotels shall continue operations and are encouraged to participate in domestic tourism promotion and offer conference services. All services offered must be in adherence with health guidelines.
d. Non-contact outdoor sports is permitted however gyms shall remain closed.
e. Motos are permitted to carry passengers except in Rusizi district and zones under lockdown in city of Kigali. Strict hygiene must be observed and masks worn at all times.
f. Religious wedding ceremonies will continue but should not exceed 30 persons in accordance with the Ministry of Local Government guidelines.
g. Civil marriage ceremonies will continue but should not exceed 15 persons.
h. Religious ceremonies for burial shall continue with no more than 30 persons. Funeral gatherings should not exceed 30 persons.

Services to remain closed

a. Borders will remain closed, except for goods and cargo, as well as returning Rwandan citizens and legal residents. All returnees will be subjected to mandatory quarantine in accordance with existing health guidelines at their own cost.
b. Schools will remain closed until September 2020.
c. Places of worship will remain closed. In the meantime investment in COVID-19 precautionary and preventive measures is encouraged to allow readiness for reopening upon an epidemiological assessement.
d. Mass gatherings in public spaces and homes are prohibited.
e. All bars will remain closed.
f. Gaming activities remain prohibited.

3. The Cabinet approved the following:

• Rationalized structures of public institutions to increase efficiency and improve delivery in the public sector.
• Presidential order ratifying a host country agreement between the Government of the Republic of Rwanda and the Alliance for a Green Revolution in Africa (AGRA), signed on August 30th 2019.
• The agrement for the appointment of Mr. Nguyen Nam Tien as Ambassador extraordinary and plenipotentiary of the Socialist Republic of Viet Nam to the Republic of Rwanda with residence in Dar es Salaam, Tanzania.
• The agrement for the appointment of Mr. Martin Kraft, the new Country Director of the Germany Development Cooperation (GIZ) in the Republic of Rwanda.

4. The Cabinet was briefed on preparations for the upcoming 26th anniversary of national liberation. At national level celebrations will be held in Nyagatare
district, Eastern province.
