STATEMENT ON CABINET DECISIONS OF AUGUST 14th 2020
On Friday 14th August, His Excellency Paul KAGAME, the President of the Republic of Rwanda chaired a Cabinet meeting at Village Urugwiro.
1. The Cabinet approved resolutions of the previous meeting held on July 29th 2020.
2. The Cabinet reviewed existing measures to contain spread of the COVID-19 pandemic and approved the following effective immediately.
These measures will be reviewed after upon a health assessment.
General preventive measures
a. Mass screening and testing for COVID-19 will continue nationwide with a special emphasis on high risk groups.
b. Masks must be worn in public at all times.
c. All resumed services must continue adhering to health guidelines from health authorities (hand hygiene, mask wearing and social distancing).
d. All traders are required to accept digital payments as an alternative form of payment.
e. Movements are prohibited from 9 PM to 5 AM.
Services to resume
a. Public and private businesses will continue not exceeding 50% of existing staff while other employees continue working from home on a rotational basis.
b. Event organizers including conferences and meetings must comply with all COVID - 19 preventive measures. Detailed guidelines will be shared by RDB.
c. Tourism will continue.
d. Passengers arriving at Kigali International airport must present a negative COVID -19 PCR test taken within 120 hours prior to departure and should comply with health guidelines.
e. Non-contact outdoor sports is permitted however gyms shall remain closed.
f. Motos are permitted to carry passengers except in areas under lockdown. Strict hygiene must be observed and masks worn at all times.
g. Places of worship shall operate upon compliance with COVID-19 preventive measures.
h. Civil marriage ceremonies will continue but should not exceed 15 persons.
i. Religious ceremonies for burial shall continue with no more than 30 persons. Funeral gatherings should not exceed 30 persons.
Services to remain closed
a. Schools will remain closed to allow sufficient time for a further health assessment and thorough preparedness for resumption of in-person classes. Remote learning continues to be encouraged and should be strengthened.
b. Land borders will remain closed, except for goods and cargo, as well as returning Rwandan citizens and legal residents. All returnees will be subjected to mandatory quarantine in accordance with existing health
guidelines at their own cost.
c. Movements of goods and people within Rusizi shall continue but movements between Rusizi and other districts remains prohibited.
d. Mass gatherings in public spaces and homes are prohibited.
e. Gaming activities remain prohibited.
f. All bars will remain closed.
3. The Cabinet approved the following draft laws:
- Law amending law n°48/2017 of 23/09/2017 governing the National Bank of Rwanda.
- Law governing partnerships.
- Law relating to investment promotion and facilitation.
- Law approving the ratification of the loan agreement, between the Republic of Rwanda and African Development Fund for the Rwanda COVID-19 crisis response signed in Kigali, Rwanda on August 10th 2020.
4. The Cabinet meeting approved the following orders:
- Presidential order determining salaries and fringe benefits for the Director General of the Financial Intelligence Centre (FIC).
- Prime Minister’s order determining the organizational structure, salaries and fringe benefits for other employees of the Financial Intelligence Centre(FIC).
- Prime Minister’s order governing the advisory credit reporting council.
- Prime Minister’s order governing environmental protection committees and their members.
- Ministerial order determining modalities for electronic monitoring of a suspect.
- Ministerial order establishing instructions and procedures for conducting environmental audit, including categories of projects.
- Ministerial order determining procedures for conducting strategic environmental assessments.
- Ministerial order appointing members of the medical committee in charge of categorizing disabled war combatants.
- Ministerial order conferring the power of attorney to Rwanda Social Security Board (RSSB) staff to represent the institution before courts.
5. The Cabinet meeting approved a host country agreement between the Government of Rwanda and Susan Thompson Buffet Foundation.
6. The Cabinet meeting approved a forest management agreement between the Government of Rwanda and Gisakura Tea Company ltd.
